Holzofen, the new one on the Unassociates Program of Europe.
Holzofen has not been on trial, has never been to a prison, and has no known recorded crimes under his name, yet Walrus is 100% confident in his stay at the program. Walrus has his own personal history with Holzofen, and has only kept that information between him, the other commanders, and Terro. Holzofen personally talks about once being a strong leader in his day, but never much more than that.
His presence among others is chilling. He's always grave serious, but absurdly egotistical. That's the only thing that throws off his serious expression.
He came into the Unassociates Program of Europe on his own, and Walrus took him in immediately without any second thought.
